Kelly English is a licensed professional counselor, with more than 10 years of successful experience in both residential and outpatient clinical therapy settings, as well as program development and administrative work. Kelly received her undergraduate degree from St. Louis University in Psychology with a minor in Education, and her Master’s Degree from the University of Kansas in Counseling Psychology.
Kelly oversees half of the Psychiatric Residential Treatment Facility, as well as the Sanctuary and Intensive Outpatient Program at KidsTLC. Within these programs, Kelly provides support and consultation to the therapists and program managers, as well as direct care staff. In addition to overseeing psychiatric programs, she provides individual, family and group therapy to adolescents with complex mental health and attachment issues through the residential program.
Rebecca Kline Toy, LCMFT, DBTC

Rebecca joined KidsTLC in 2009 as a residential therapist after several years working with youth in foster care at the mental health center in Salina. Specializing with systems, adolescents, trauma, and attachment, Rebecca assisted with the development and management of KidsTLC’s Lotus Clinics outpatient services for several years before returning to residential services as the Clinical Director. Additionally, she provides agency-wide training in self-care, working with Borderline Personality Disorder symptoms, and clinical diagnostic decision-making. She holds a BS from Kansas State University in Family Studies, an MS from the University of Nebraska in Marriage and Family Therapy and certification in Dialectical Behavioral Therapy. Rebecca is an avid traveler and often combines her two passions of mental health and travel in her freelance travel writing.
